Council Meetings

COUNCIL MEETINGS

Council Meetings are held at 6.00pm on the fourth Tuesday of each month (with the exception of January and December, please refer to the dates below).

Meetings are held in Council Chambers, 11-13 Waldeck Street, Dongara WA 6525.

Any changes are advertised through the website, the Shire’s social media and noticeboards. Where timing allows notice is also published in the Dongara Denison Local Rag.

Special Council Meetings are held as required. These will also be advertised as required.

Meetings are open to the public and all those interested are encouraged to attend.

AGENDA FORUMS

Agenda Forums are held at 5.00pm on the third Tuesday of the month with the exception of January and December, please refer to the dates below).  

Agenda Forums provide an opportunity for Councillors to ask questions or seek clarification on matters listed in the Ordinary Council Meeting Agenda.  No debate or discussion on other topics is permitted.

Agenda Forums are open to the public and once again, Community Members are encouraged to attend.

ANNUAL ELECTORS MEETING

What is an Annual Electors Meeting?

In accordance with Section 5.27 of the Local Government Act 1995, an Annual General Meeting of Electors is to be held once every financial year. The Act and associated legislation prescribe the matters that are to be discussed.

What is the purpose of an AEM?

A local government is required to prepare an Annual Report each year. The Annual Report provides an overview of the operations, activities and major projects undertaken by the Shire for the period. It also includes major initiatives that are proposed to commence or to continue in the next financial year.

Once an Annual Report has been accepted by Council, an AEM is held within 56 days. As prescribed by Regulation 15 of the Local Government (Administration) Regulations 1996, the purpose of an AEM is to discuss the annual report for the previous financial year and then any other general business. The AEM presents an opportunity for electors to ask questions of Council and propose motions (recommendations). Electors present will then be asked to vote on proposed motions, which will allow Councillors to gauge what type of community support there is for different proposals. Motions that are carried are considered by Councillors at the next appropriate Ordinary Meeting of Council.

Who can participate at an AEM?

Only electors are entitled to participate at the meeting. In accordance with Section 1.4 of the Local Government Act 1995 an elector is defined as, “elector, in relation to a district or ward, means a person who is eligible to be enrolled to vote at elections for the district or ward,” and as depicted in section 5.26 of the Act this also includes ratepayers. You can still attend and observe the meeting if you are not an elector, but participation can only be permitted if a resolution is passed by the electors present that permits you to do so.

PUBLIC QUESTION TIME - HOW TO ASK A QUESTION

Public Question Time is at the commencement of each meeting where members of the public can ask questions of the Council. This time is available only for asking questions, and not for making statements or preamble.

Complex questions that may require research should be submitted as early as possible in order to allow sufficient time to prepare a response.

All questions are to be in writing and include your name and address.  Questions are to be submitted to the Shire President prior to the meeting if at all possible or during Public Question Time.

If questions cannot be answered during the meeting, the Council will take the question on notice and will respond at a later date. The response to the question will also be included in the agenda and minutes of the next Ordinary Council Meeting.
